28-2234. Owner-operators An owner-operator who leases a vehicle to a motor carrier may proportionally register the vehicle by one of the following procedures: 1. The owner-operator may be the registrant, and the vehicle may be registered in the name of the owner-operator. The department shall allocate the fees according to the operational records of the owner-operator. The identification plate and cab card are the property of the lessor. 2. The lessee may be the registrant at the option of the lessor and the vehicle may be registered by the motor carrier. The registration shall be in both the owner-operator's name and that of the motor carrier as lessee. The department shall allocate the fees according to the records of the motor carrier.
