28-2410. Honorary consular official special plates The department shall issue honorary consular official special plates to a citizen of the United States or a permanent resident of this country who submits satisfactory proof to the department that the citizen or permanent resident is appointed by a foreign country to facilitate and promote the interest of the foreign country with this state.
