28-3155. Restricted instruction permit A. On receipt of a proper application, the department may issue a restricted instruction permit for a class D or G license to an applicant who is enrolled in a driver training program approved by the department and who is at least fifteen years of age. The restricted instruction permit is effective for a school year or a more restricted period. B. After the applicant successfully passes all parts of the examination other than the driving test, the department may issue a restricted instruction permit to the applicant. The permit entitles the permittee to operate a motor vehicle requiring a class D license when all of the following conditions are met: 1. The permittee has the permit in the permittee's immediate possession. 2. The permittee drives on a designated highway or within a designated area. 3. An approved instructor who has a class A, B, C or D license occupies a seat beside the permittee.
