28-4003. Exceptions This chapter does not apply to a motor vehicle that is either: 1. Owned by the United States, this state or a political subdivision of this state. 2. Except for section 28-4085, subject to the requirements of a provision of law requiring insurance or other security on certain types of vehicles.
