28-4004. Transfer of registration This chapter does not: 1. Prevent the owner of a motor vehicle whose registration has been suspended under this chapter from effecting a bona fide sale of the motor vehicle to another person whose rights or privileges are not suspended under this chapter. 2. Prevent the transferee from registering the motor vehicle. 3. Affect the rights of a conditional vendor, chattel mortgagee or lessor of a motor vehicle registered in the name of another as owner who becomes subject to this chapter.
