28-6955. Five year program changes A. The board may change a proposed or an adopted five year transportation facilities construction program. B. If the board desires to change the priority of a project or to introduce a new project into a proposed or an adopted five year program that would result in changed priorities, the board shall require the director to study the requested change and make a recommendation to the board based on the criteria and policy provided in section 28-6951. If the board changes the priority of projects of a proposed or an adopted five year program, the board shall: 1. Make the change only in an open meeting. 2. Specifically document and explain in a written report the reasons and justifications for changes and for any deviations from the recommendations of the director. 3. Include the written report with the updated five year program to be filed with the director and the governor the next fiscal year. 4. Immediately incorporate any priority changes approved by the board into the five year program. C.
