28-7517. Exclusive law A. The powers provided by this article are in addition to the powers conferred by any other general or special law. Without reference to any other provision of this title or to any other general or special law, this article is authority for the completion of the purposes prescribed in this article, for entering into acquisition and construction contracts in connection with those purposes and for the authorization, issuance and sale of the bonds pursuant to this article without regard to the procedure required by any other law. B. Except as otherwise provided in this article, the provisions of this title that relate to the matters contained in this article are superseded because this article is the exclusive law on these matters.
