Effect of failure of governor to approve or veto bill within certain time; certification of bill as law If a bill has remained with the governor five days while the legislature is in session, or ten days after adjournment of the legislature, without approval or veto, the governor shall deliver the bill to the secretary of state, who shall certify thereon, if the legislature is in session as follows: ' This bill having remained with the governor five days, Sundays excluded, and the legislature being in session, it has become a law this _________ day of ________, 19___.' If the legislature has adjourned the secretary of state shall certify thereon as follows: ' This bill having remained with the governor ten days, Sundays excluded, after final adjournment of the legislature, and not having been filed with his objections, has become a law this _________ day of ________, 19___.'
