Catalogues of articles and products; distribution; estimates of needs by departments The department shall cause to be prepared, at such times as it may determine, consistent with sound marketing principles, catalogues containing the description of all articles and products manufactured or produced by it pursuant to the provisions of this article, copies of which shall be sent to all offices, departments, institutions and agencies of the state and shall be made accessible to all political subdivisions of the state and the public. At least thirty days before the commencement of each fiscal year, the proper official of each such office, department, institution, or agency, when required by the department, shall report to the department estimates for such fiscal year of the kind and amount of articles and products reasonably required for such ensuing year, referring in such estimates to the catalogue issued by the department insofar as articles and products indicated are included in this catalogue.
