48-245. Approval by the secretary of the interior Districts operating pursuant to a contract with the United States of America shall make any of such voluntary contributions only after having obtained the approval of the secretary of the interior of the United States and subject to the reclamation act of 1902, as amended and supplemented, or other applicable statutes enacted by the Congress of the United States.
