Alternative plan; right of owner to eradicate weeds A property owner shall have the right to eradicate noxious weeds, shrubs, vines or grasses at his own expense if done prior to the commencement of work by the inspector, and if done to the satisfaction of the inspector and the board of directors, no costs or assessments shall accrue against the particular tracts, parcels or lots of land upon which the noxious weeds, shrubs, vines or grasses have been eradicated.
