48-585. Option of municipality to reject bids; municipality as contractor; limitation of assessment The governing body may at any time within ten days after the time fixed for opening bids, by resolution adopted by a vote of two thirds of all its members, order that the proposed contract not be made, and that the municipality itself perform the work embraced therein, in accordance with the plans and specifications adopted for such work. If the order is made that the municipality perform the work, then the municipality shall become and shall be considered the contractor. The municipality shall not be permitted to assess an amount in excess of the amount proposed by the lowest responsible bidder, or, if no bids have been received, in excess of the amount of the estimate therefor.
