48-6402. Definitions In this chapter, unless the context otherwise requires: 1. ' Board' means the elected board of directors of the upper San Pedro water district formed pursuant to this chapter. 2. ' County' means the county in which the district is located. 3. ' Department' means the department of water resources. 4. ' Director' means the director of water resources. 5. ' District' means the upper San Pedro water district formed pursuant to this chapter. 6. ' Municipal water delivery system' means an entity that distributes or sells potable water primarily through a pipeline delivery system that is owned by either: (a) A city or town incorporated or chartered under the constitution and laws of this state. (b) A private entity that is regulated as a public service corporation by the corporation commission under a certificate of public convenience and necessity. (c) A special taxing district established under chapter 4 or 6 of this title. (d) An entity that is regulated as a water supply system by the department of environmental quality.
