8-171. Definitions In this article, unless the context otherwise requires: 1. ' Adoption assistance' means payments, medical assistance or benefits provided by an adoption assistance state pursuant to applicable federal and state laws. 2. ' Adoption assistance state' means a state that is a signatory to an interstate adoption assistance compact. 3. ' State' means a state, district, commonwealth or territory of the United States.
