Program and grant proposal requirements (Caution: 1998 Prop. 105 applies) Grant proposals seeking funding from either the board or a regional partnership council and proposals for programs to be conducted directly by a regional partnership council must include: A. A description of the financial controls and accountability measures the program will employ. F.
