Election boards; appointment At least ten days before an election held in a city or town not exceeding two thousand in population, according to the last official census thereof, the governing body shall appoint, from the qualified electors thereof, one inspector, two judges and two clerks, who shall constitute the election board. In a city or town exceeding two thousand in population, according to the last official census thereof, the governing body shall appoint one inspector, two judges and two clerks for each precinct within the corporate limits thereof who shall constitute the election board for such precinct.
