(a) The General Assembly finds that: (1) John R. 'Johnny' Cash was born in Kingsland, Arkansas;(2) John R. 'Johnny' Cash Day' to honor the musical contributions of John R. 'Johnny' Cash to the United States and Arkansas.(c) (1) John R. 'Johnny' Cash Day is not a legal holiday but is a memorial day.(2) The Governor may issue the appropriate proclamation to commemorate John R.
