This subchapter shall not create any right of any character, and no right of any character shall arise under the provisions of this subchapter, unless and until the bonds authorized by this subchapter, or the initial series, shall have been sold and delivered by the county jail board.Acts 1981, No. 879, § 14; A.S.A. 1947, § 46-442.
