(a) No person shall be permitted to remove any book from the Library of the Secretary of State except the Governor, Auditor of State, Treasurer of State, members of the General Assembly, Justices of the Supreme Court and judges of circuit courts, and attorneys for the state.(b) No person shall be permitted to remove any book from the library without giving a receipt therefor to the Secretary of State.Rev.
