(a) The commission shall adopt such rules and regulations as it deems necessary and proper for the operation and management of the waterworks and distribution system or electric light plant and system, or both, and it is empowered to change the rules and regulations at any time the commission desires to do so.(b) The commission may obtain prohibitive and mandatory injunctions against any person for refusal to comply with the regulations of the commission.Acts 1957, No. 115, § 20; A.S.A. 1947, § 19-4080.
