It shall be lawful for money raised by assessment in the district to be expended in the purchase of lands or erection of houses, reservoirs, or other improvements outside of the limits of the city in which the district is located, which may be necessary for the proper construction and operation of the waterworks and electric light plant.Acts 1927, No. 350, § 32; Pope's Dig., § 7431; A.S.A. 1947, § 20-533.
