The term 'operating authority', as used in this chapter unless the context otherwise requires, is defined to mean either the legislative body or the board of commissioners, whichever is charged in a given instance with the responsibility of operating the municipal waterworks system.Acts 1959, No. 204, § 2; A.S.A. 1947, § 19-4231.
