(a) This subchapter shall be liberally construed to accomplish its purposes.(b) Nothing in this subchapter shall be construed to authorize any municipality to issue or sell revenue bonds, or use the proceeds of the bonds, to purchase or condemn a utility plant or distribution system owned or operated by a regulated public utility.Acts 1965, No. 486, §§ 14, 15; A.S.A. 1947, §§ 19-3644, 19-3645.
