(a) In no case shall the county be liable for any costs by reason of any county or subdivision availing or attempting to avail itself of this subchapter and subchapter 2 of this chapter.(b) In all cases the whole expense shall be paid by the petitioners.Acts 1883, No. 57, § 15, p. 81; C. & M.
