(a) As soon as practicable after an incorporated town becomes a city of the second class, the city council shall form the city into the number of wards that, to it, will seem to best serve the interests of the city.(b) It shall be the duty of the council to see that each ward has as nearly an equal population to each of the other wards as would best serve the interests of the taxpayers of the city.Acts 1949, No. 44, § 1; 1983, No. 253, § 2; A.S.A. 1947, § 19-1113.
