No agreement entered into pursuant to this subchapter shall be effective until a copy of it has been filed in the office of the recorder of the county in which the affected Arkansas municipality is located and in the office of the Secretary of State.Acts 1965, No. 7, § 7; A.S.A. 1947, § 19-2343.
