The city council shall have the power in cities of the first class to establish, by ordinance, stands for taxicabs and buses and enforce the observance and use thereof, and to fix the rates and prices for the transportation of persons and property in cabs and buses from one (1) part of the city to another.Acts 1875, No. 1, § 7, p. 1; C. & M.
