(a)(1) Service charges for urban service districts may be entered on the municipal water bill, sewer bill, or garbage bill.(2) Funds collected on the bills by the municipal utilities shall be paid over to the depository for the district's funds.(3) Upon nonpayment of service fees, the municipality or municipal utility may discontinue water, sewer, or garbage services as provided in its own ordinances.(b)(1) Funds raised through service charges for an urban service district may be used only for urban service district purposes.(2) These public funds shall be maintained in the town or city treasury and accounted for as a separate enterprise fund.(3) Disbursements of all urban service district funds shall be made only upon voucher or claim presented to and approved by the mayor, city manager, or city administrator.Acts 1995, No. 1090, § 5.
