(a) The enumeration of the specific powers and duties under this subchapter shall not be deemed to be a limitation under the general rights, powers, and privileges conferred by the existing drainage district laws of the State of Arkansas as provided in this subchapter.(b) The district proceeding under this subchapter shall have all the powers specified in this subchapter as well as all the powers specified in §§ 14-117-101 - 14-117-106, 14-117-201 - 14-117-209, 14-117-301 - 14-117-309, 14-117-401 - 14-117-427.Acts 1983, No. 432, § 9; A.S.A. 1947, § 21-1032.
