(a) This chapter shall be construed as cumulative authority for the acquisition, purchase, and construction of the grounds and buildings and betterments and improvements thereon for use in the exhibition of livestock and shall not be construed to repeal any existing laws with respect to it.(b) This chapter, being necessary for the public health, safety, and welfare, shall be liberally construed to effectuate the purposes of it.Acts 1938 (Ex.
