(a) It is the specific intent of this subchapter that the provisions of this subchapter are supplemental to other constitutional or statutory provisions which may provide for the financing of capital improvements for public libraries.(b) Nothing contained in this subchapter shall be deemed to be a restriction or limitation upon alternative means of financing previously available or hereafter made available to municipalities or counties for the purposes set forth in this subchapter.(c) Nothing herein shall be construed as preventing coordination of the services of a city public library and a county public library, the services of libraries of different cities, or the services of libraries of different counties.Acts 1993, No. 920, §§ 5, 24.
