The University of Arkansas, as the state agency, is authorized, empowered, and directed to:(1) Formulate, pursuant to the standards therefor as provided in § 15-21-403, agricultural plans for this state for each calendar year and, from time to time, make revisions in the state agricultural plans as may be necessary or proper to conform to the standards; and(2) Submit the state agricultural plans and all revisions thereof to the United States Secretary of Agriculture in conformity with the provisions of § 7 of the Soil Conservation and Domestic Allotment Act, 16 U.S.C. § 590g.Acts 1937, No. 175, § 3; Pope's Dig., § 11849; A.S.A. 1947, § 77-1503.
