It shall be the duty of each prosecuting attorney, whenever he has information of the commission of any offense against the criminal and penal laws of this state or has reason to believe that any offense has been committed, to cause to be summoned all persons that he may think necessary to testify before the grand jury in relation to the offense.Rev.
