In the bidding process for the sale of products for use by the state, bids submitted by private industries located within the State of Arkansas and employing Arkansas taxpayers shall be given priority over bids submitted by out-of-state penal institutions employing convict labor.Acts 1981, No. 309, § 3; A.S.A. 1947, § 14-294.2.
