(a) The state agency or political subdivision shall select three (3) qualified firms.(b) The state agency or political subdivision shall then select the firm considered the best-qualified and capable of performing the desired work and negotiate a contract for the project with the firm selected.Acts 1989, No. 616, § 4; 2003, No. 1315, § 11.
