Section 19-2-103 - Time for making payments

(a) All payments for the expenses of the departments of the state government shall be due and payable in the normal course of business.(b) All payments whatever of contingent expenses shall be due and payable as they may accrue.Acts 1877, No. 38, § 3, p. 33; C. & M.
