There is established a program to be known as the 'Employee Suggestion System' to encourage the development of ideas for improving the economy and efficiency of state government, to grant awards for ideas of proper merit, and to implement them in the governmental process.Acts 1981, No. 856, § 3; A.S.A. 1947, § 12-4002.
