The Arkansas Department of Transportation, subject to §§ 23-14-109 and 23-14-111 - 23-14-113, shall issue a certificate authorizing the whole or any part of the operation covered by an application for a certificate if it finds that the applicant is fit, willing, and able to perform the operation properly and to conform to the provisions of this chapter and the rules and requirements of the department hereunder and that the operation and the performance thereof by the applicant is required by the public convenience and necessity.Amended by Act 2019, No. 315,§ 2457, eff. 7/24/2019.Amended by Act 2017, No. 707,§ 243, eff. 8/1/2017.Acts 1945, No. 252, § 7; A.S.A. 1947, § 74-407.
