(a) This subchapter is amendatory to the Arkansas Insurance Code.(b) Provisions of the Arkansas Insurance Code that are not in conflict with this subchapter are applicable to this subchapter.(c) This subchapter and actions taken by the Arkansas Health Insurance Marketplace under this subchapter shall not be construed to preempt or supersede the authority of the Insurance Commissioner to regulate the business of insurance within this state.(d) Except as expressly provided to the contrary in this subchapter, a health insurer offering a qualified health plan in this state shall comply fully with all applicable health insurance laws of this state and rules adopted and orders issued by the commissioner.Amended by Act 2019, No. 315,§ 2624, eff. 7/24/2019.Added by Act 2013, No. 1500,§ 1, eff. 4/23/2013.
