The Arkansas Racing Commission is authorized to employ such special investigators and other personnel as it shall deem necessary to investigate the personal background of officers, directors, and principal stockholders of applicants for and holders of dog racing franchises and to do and perform all other acts and functions it deems necessary to carry out the purpose and intent of §§ 23-111-401 - 23-111-405, 23-111-407, and 23-111-408.Acts 1968 (2nd Ex.
