(a) The Governor may nominate, appoint, and commission, under the Great Seal of Arkansas, or may continue in office one (1) or more commissioners within any other state or territory of the United States. The commissioners shall serve at the pleasure of the Governor then in office and shall have power to administer oaths and affirmations and to take depositions, affidavits, and the proof and acknowledgment of deeds or other instruments of writing, under seal, to be used or recorded in this state.(b) All oaths administered by the commissioners, all affidavits and depositions taken by them, and all acknowledgments, etc., certified by them shall be as effectual in law, to all intents and purposes, as if done and certified by any justice of the peace or other authorized officer within this state.(c) Before any commissioner shall proceed to discharge any of the duties of his or her appointment, he or she shall take and subscribe an oath before some justice of the peace, or other officer authorized to administer oaths in the state for which the commissioner is appointed, that he or she will well and faithfully discharge all the duties of his or her appointment. eace, or other officer authorized to administer oaths in the state for which the commissioner is appointed, that he or she will well and faithfully discharge all the duties of his or her appointment.
