Whenever any person indebted to the state, on any account whatever, shall present to the Auditor of State the Treasurer of State's receipt for the full payment of the amount due, it shall be the duty of the Auditor of State to furnish that person with a certificate, under the Auditor of State's hand and official seal, of the person having made full payment of all demands against him or her in favor of the state.Rev.
