Upon determination by the State Highway Commission that the agreement has been violated, and commencing on the date of notice to the Treasurer of State, there shall be a charge upon funds set out in this subchapter which shall take priority over any other obligations on the funds.Acts 1939, No. 338, § 5; A.S.A. 1947, § 76-420.
