(a) Vinous (except wines), spirituous, or malt liquors or hard cider shall not be manufactured in this state for storage or sale at retail within the state without a permit issued by the Director of the Alcoholic Beverage Control Division.(b) A person shall not sell vinous, spirituous, or malt liquors or hard cider in this state, except as provided in this act.
