The expenditure of moneys by either the State Board of Education or school district boards of directors shall be limited to projects, programs, research, or demonstrations in early childhood education and in adult education which are under the control and management of public boards or commissions.Acts 1969, No. 63, § 5; A.S.A. 1947, § 80-1648.
