The General Assembly shall provide a Permanent Insurance Reserve Fund of not less than two million dollars ($2,000,000) on a loan basis for the purpose of initiating the Public Elementary and Secondary School Insurance Program.Acts 1973, No. 380, § 13; A.S.A. 1947, § 80-3521.
