The Arkansas School for the Deaf and the Arkansas School for the Blind are hereby authorized to transport students to and from school in chartered vehicles that are licensed to do business in the State of Arkansas and which meet minimum safety standards established by the United States Department of Transportation.Acts 1989 (1st Ex.
