The General Assembly, in appropriating moneys for the benefit of the University of Arkansas, shall specify the precise amount that it intends to appropriate for each and every purpose, and the Board of Trustees of the University of Arkansas shall apply each sum as thus directed, and in no other way.Acts 1883, No. 30, § 1, p. 52; C. & M.
