(a) Any city of the first class in this state is created and constituted a special improvement district and shall be a public agency and body politic and corporate under the name of the city with the words 'Special Improvement District', and by that name may sue and be sued, plead and be impleaded, and have perpetual succession for the purposes hereinafter designated.(b) The district may have a common seal and may make such bylaws and regulations from time to time as may be deemed proper, not inconsistent with this chapter or the laws of this state, for the purpose of carrying into effect the object of its creation.(c) The district may appoint all officers and agents which it deems necessary and suitable for the conduct of the business of the corporation and may do all other acts and things not inconsistent with the laws of this state which may be proper to carry into effect the purposes and object of this chapter.Acts 1949, No. 260, § 2; 1951, No. 119, § 1; A.S.A. 1947, § 80-3602.
