(a) The powers provided by this subchapter shall be supplemental to all other powers conferred on regional solid waste management boards.(b) Except as expressly provided in this subchapter, the acquisition, construction, reconstruction, enlargement, equipment, or operation and maintenance of projects under the provisions of this subchapter need not comply with the requirements of any other law applicable to the acquisition, construction, reconstruction, enlargement, equipment, and operation and maintenance of public works or facilities, including, without limitation, laws pertaining to public bidding, paying prevailing wages, transfer or exchange of title to real or personal property, or any other aspect of the acquiring, constructing, reconstructing, enlarging, equipping, or operation or maintenance of public works or public projects, or transfer or exchange of title to real or personal property, none of which laws shall be applicable to projects under this subchapter.(c) This subchapter, being necessary for the welfare of the state and its inhabitants, shall be liberally construed to effect the purposes of this subchapter.Acts 1991, No. 752, § 4.
